Basin F Principal Threat and Basin F Exterior Remediation Project Enhanced Hazardous Waste Landfill (ELF) Operations Project
Envirocon was awarded two additional projects in April 2007 at the Rocky Mountain Arsenal, Basin F Principal Threat and Basin F Exterior Remediation Project (BFPT Project) and Enhanced Hazardous Waste Landfill (ELF) Operations Project (ELF Project). The projects will be executed by our highly qualified RMA Project Team, many of which have been on site since Envirocon was awarded our first project at RMA 8 years ago. Though issued as separate contracts, the BFPT and ELF Projects are actually two aspects of a larger, more integrated project involving the excavation of odorous Biota and Human Health Exceedance (HHE) soils from around the exterior of the former Basin F waste impoundment and disposing of them in the ELF.

Envirocon's BFPT project team will be responsible for a precisely orchestrated excavation sequence that requires the blending of higher odor soil with lower odor soil at prescribed ratios and production rates designed to at least partially mitigate odor. In total, there is an estimated 200,000 cubic yards of impacted soils ranging from non-odorous or lightly odorous to highly odorous. Stated project objectives include the prevention of fenceline odors that could raise concerns with the surrounding community. Further challenges with the excavation effort include very stringent survey/grade control requirements, implementation of odor control measures as necessary, and performance of the work under the site's Zero Dust policy.

The ELF Operations aspect of the project will be very similar in nature to Envirocon's previous Hazardous Waste Landfill (HWL) Operations contract. The ELF project team will be responsible for all aspects of receiving and placing inbound waste generated by the BFPT project and any other active remediation projects on-site requiring disposal of HHE soils. Envirocon's ELF scope also includes placement of all waste in the ELF in accordance with the approved fill plan, odor control, daily cover, and maintenance of all facility systems and infrastructure.
