Lakefront Superfund Site

Site Overview

Envirocon executed a complex, multi-phase design/build remediation at a Lakefront Superfund Site in Wisconsin, located along the southern shore of Chequamegon Bay on Lake Superior. The Site includes approximately 10 acres of upland and 17 acres of offshore areas impacted by historical operations, including a former manufactured gas plant in operation from 1885 to 1947, lumber and railroad activities, solid waste disposal, wastewater treatment operations, and an active rail corridor. Remedial activities addressed soil, groundwater, and sediments impacted by NAPL and PAHs under EPA and Wisconsin DNR oversight.

Project Highlights

  • Excavation of 333,000 tons of impacted soil.
  • On site treatment of 91,000 tons of contaminated soils by thermal desorption.
  • Installation of 1,40 LF of shoreline bulkhead sheet pile and 1,850 LF of soil-bentonite cutoff walls.
  • Dredging and stabilization of 4,878 CY of impacted sediments.
  • Installation of 41 groundwater recovery wells and construction/operation of a groundwater treatment system.
  • Construction of a Breakwater Structure.

Value Delivered

Envirocon successfully delivered a technically demanding, phased remediation program integrating upland excavation, thermal treatment, groundwater recovery, marine construction, and large-scale dredging operations. Strategic joint venture execution, innovative containment and treatment systems, and round-the-clock marine construction enabled accelerated schedules while maintaining strict environmental compliance.

The Phase 2 Wet Dredge was completed with regulatory approval from EPA and Wisconsin DNR, with no further corrective actions required, demonstrating Envirocon’s ability to manage complex Superfund remediation projects from design through closure.
