River Cleanup Superfund Site

Site Overview

Envirocon was awarded a competitive bid for the Otsego Township Dam Area 3 Time Critical Removal Action (TCRA) along the Kalamazoo River in Otsego, Michigan. The Site encompasses approximately 80 miles of river impacted by historical PCB discharges from former paper mill operations. Area 3 included 1.7 miles of shoreline subdivided into nine Bank Removal Stabilization Areas (BRSAs) and was overseen by US EPA Region V, Michigan DNR, and Michigan DEQ.

Project Highlights

  • Excavation, dewatering, and off-site transportation of 58,325 tons of PCB impacted sediment.
  • Stabilization of 29,000 tons of sediment with lime
  • Installation of 2,200 LF of root wad bank protection.
  • Operated two mobile GAC water treatment systems to treat 2 million gallons of PCB contact water.
  • Installed four different types of coffer dams
  • Hydraulically dredged 2,300 LF of the Kalamazoo River.
  • Demolition of Water Control Structure and Dam Spillway.

Value Delivered

Envirocon completed the Area 3 TCRA between August 2016 and August 2018 under aggressive time-critical constraints, including initiating construction with 30% design documents and completing subsequent work under a collaborative design/build delivery model. Strategic sequencing of adjacent BRSAs reduced overall cost and schedule impacts while maintaining regulatory compliance.

The project infused over $3 million into the local economy through the use of local labor and vendors, incorporated material recycling as part of Envirocon’s sustainability program, and included extensive community engagement efforts. Envirocon personnel were recognized by the US EPA for outstanding performance, receiving Challenge Coin and Bronze Service awards.
